i can run a sword and do a deep wound no problem at all (even to non-fleshies). you just gotta have the right build and the right skill set up (*ahem* i am excluding "finish him!", so don't count that).

Deep wound is easy to apply, being able to apply it to a non fleshy enemy on a sword warrior is nothing special.

For PvE, blindspam is either so ridiculous that the rune isn't gonna do a thing to stop it (ala Shards of Orr), or manageable enough for monks to handle with ease (occaisional Throw Dirt on a ranger)

Agreeing with Alex ~ its pvp where rune's of clarity and "I can see clearly now" inscriptions shine, especially when stacked, however some Imbagons still run with them as insurance in pve.

The "Watch Yourself!" nerf killed Tactics for me. Without any decent Tactics skills, I've no reason to keep it up other than to use my Serrated Shield - a nice shield, but not worth investing 9 in if there's no skills to run off of it.
So I dumped the Shield, got rid of my Tactics and bumped up Hammers to 9 (doing 40-100 or so damage with my Sundering Rhino's Charge to the Charr during Surmia & Nolani is nice - failed Surmia twice with sword & shield 'cos I couldn't clear out enough to save Leeroy, er, Rurik; now up to Boris Path since there's nothing left to do in Yak's Bend). Now if only there were decent Hammer skills in Proph... :P

Tactics is only useful maybe on a support paragon but not on a warrior much more. except steady stancers.

I spent 75k on a Darkwing Defender with a Tactics requirement and now I have no reason to put points into tactics other than to meet the req. Let's rename 'Tactics' to 'Meet shield req'?

I've always went tactics with my warrior and he does really well lol. I do some a few points in strength though, but the majority in tactics.

Tactics is full of great skills, unfortuanatly they just arn't very good for warriors to use.
What could revive Tactics to some extent would be to do what they did with Lions Comfort for a while, dual the skills in Tactics to Strength/Weapon mastery.
For example Watch Yourself! could be...Grants +1-30 armor for 10 seconds, ends after X number of attacks, X = Strength attribute.
Hmm...just wen't through all the tactic skills looking for another skill to buff/change to make it useable...couldn't really find one.
The skills that still work don't need a change and the rest would need to be changed so much that they'd have little or no resemblance to what they are now.
Maybe "none shall pass" should be a 5e skill with 20 sec recharge and affects X nearby foes, X=Str..
Drop the armor penalty on Healing signet by 2 points for each point in Axe/Sword/Hammer mastery...
Can't really see any other skill in tactics that I would want to use or that could be made more usefull for wars without busting the skill completely.

I'm glad my guild leader was willing to trade off his Tormented Strength Shield for a tactics one. If not for the dye mix on my swordsmanship helmet, I'd scrap it and buy a +strength one.
